I think there's an unsolved question here.
Do you need someone's consent to draw them?
I get it with photos. You obviously should ask them first since it's a direct copy from reality. And they don't know what you're going to to with the photo.
But a drawing? Most times you don't even recognize the person. There are way fewer shady things you can do with a drawing of someone compared to a photograph, so I'd say most people are more relaxed about being drawn.
It might be weird to stare at people as you draw them but if they don't notice, does it really matter?
