i think adding stagger is a good idea. heavy bolter feels pretty good vs 1 majors, but when you have a pack of 4 standing around and you know you could have killed all of them lobbing one blue ball, it feels bad. if enemies you hit at least could not hit you back since they are being pumped full of explosive rounds then it would give some utility. especially to weapons like the auto bolt rifle, being able to apply stagger and sacrificing damage precision would make it an interesting option
