I think Enokido/Tsurumaki/Anno want her to remain dead. Weird tragic characters don't do well in Gainax works. The more miserable your life, the more likely you'll die. The people who get happy endings are usually the ones who are already well-adjusted and have okay lives (like Machu, relative to the other characters).
