No it's not, because Godwyn never used Beast iconography and neither did Godfrey, who has tree and flower engravings on his set, or their respective forces. The exaltation of the Lion is entirely derivative of Godfrey and Serosh alliance which inspired the imagery Radahn fashions himself after. Such imagery wouldn't make sense for Godfrey since he was an enemy.
