There is a copyright neutral retroclone of the James Bond RPG named Classified. It is set in modern day instead of Cold War, but does not adhere to any specific kind of modern day setting.
It also does not have solo adventures made for it, but it has the same ruleset that is at it's best with one PC to begin with.
