Yes, it takes place after ALBW and before Z1.
The more stuff Nintendo crams between ALTTP and 1, the more strange the idea of him reducing Hyrule to the state it's in in 1 and 2 becomes.
But I don't think Nintendo really cares about the NES games like that, so oh well.
