Pan not going super saiyan is a grandfather clause GT itself caused, since she didn't go super saiyan there, and Heroes decided to keep her useless. It's rather silly at this point, most major saiyans can go super saiyan. Among the saiyans who live on Earth, only she and Bra can't go super saiyan, and Bra is excusable since she doesn't train.

Toriyama himself could've broken that grandfther clause, but he didn't feel like doing it in Super Hero. Toyotaro will probably not do it. I hear Iyoku is more likely to listen to fans, but I doubt Pan going super saiyan is that high among fans' requests.

IIRC she was introduced after Demigra's Assault, but in either game or manga she was only there to be fodder for the Super Saiyan God ritual. She was already useless even when Xeno charcters were important, once they stopped being major she was even more doomed...
