I think this is true to an extent, like I said it's just a pretty common comic trope. In said issue with Bi-Beast for example, Man-Beast (someone relative to Bi-Beast) causes him to grunt with his blows, and then Thor still one-shots Bi-Beast when he actually goes all out. It's very common in comics for sandbagging to be a trope for there to be a fight in the first place, and I don't think it really reflects on the characters in question as a result.
I do totally agree it's silly to say Thor holds back against big villains and threats, and if he says he's not holding back then he's probably not holding back. I would basically just say I think it means you can't take, for example, Mr Hyde stunning him with his blows in early JIM as a serious indication of his strength when any reader or writer is going to think to his big moments first as what reflects his true power, see the Marvel Handbooks, but that at the same time he does have clear failings.
