Yes Rarity is one of the funniest characters in the show but she's not "just" comic relief. Thats Pinkie Pie. Rarity is in almost every episode, and is constantly involved in important stuff.
Pinkie Pie and Rainbow were part of the team only for Pinkie only for them to get no diffed by a stop sign and left behind.
That is comic relief. Rarity is relevant and has been for a long time.
