Civilians use and train using pistols, and the military people who don't need to carry rifles in their daily duties will likely be from the same pool as those civilians. That alone means that you don't need to cross-train your pencil-pushers to use a rifle they are likely to never need. In addition, pistols can be stored easier in office spaces in little hidden safes and on a person than a rifle. The existence of one pistol implies one in every room an enemy operator must contend with. And, ultimately, sometimes people just want a peashooter for the comfort and security it brings, knowing they'll likely never get in a situation that'll warrant them using it. It's convenient.

Norktard, you're a weird fella. I can see your logic. But pistols have a place outside of the frontline, and when your regular soldiers who would regularly carry a rifle are outside of that frontline, they're gonna need to know how to use a pistol.
