The point is devs like Bungie go full masterz tier autismo with their ambitions if nobody is holding them to task and telling them to spend more time on the cutting room floor.

Regardless, again, I'm only talking within the context of Halo. Bungie spent two thirds of Halo 2's dev cycle buildinga. project that literally couldn't run on the platform they were building it for. They complained about being pushed to the deadline, but it was necessary. They were always best kept on a tight leash.
This isn't just true for gaming btw. Whoever is footing the bill always has an important role to play. Look at Star Wars. It was a tightrope walk between George Lucas' vision and 20th Century Fox constantly telling him "No George, Han Solo can't time travel" or "No George, we're not going literally shrink ray the characters down to meet the microscopic force inhibiting beings". You need the balance. Giving George too much control is what led to the prequel autism. Taking away George's vision is what led to the soulless sequels.
Again, this is just an example. You don't need to go on a Muh Stah Wahs rant now.
Halo was best when Microsoft pulled on Bungie's chain. Not after they became independent and shat out Reach.
