I legitimately think Axeman is setting up a kiss. The office ladies were the ones that created the kiss subplot in the first place, and that chapter ended with them wondering if Yor would actually do it. It feels to me like he has them here witness them kiss to bookend that. The Yor and Hemlock meeting certainly could be setting up a cheating subplot, but I think it was just done to give the OLs a reason to follow them.
