In Jaheira's case, her relatively low level is easy to explain due to old age (the greatest debuff) and her being relatively rusty from not having faced a crisis of that scale in forever. Being the High Harper is more of an honorary title anyway. She could be their leader even if she no longer saw action. In general, it's better not to dwell on minor ludonarrative discrepancy (a term I just made up). The generic Flaming Fist mook is probably not level 10. Some NPCs magically gain 5 levels after reaching Baldur's Gate, while Aradin remains a level 3 buffoon. Levels serve as helpful abstraction but only to an extent.
