You know what I feel like people never realized or said out lout about them? That they were not actually true members of the terrorist group that attacked the Plant, but Ochs Earth Corporation's agents. In episode 19, when the big reveal about the Space Assembly League comes up, Prospera reads out their profiles. Sophie and Norea are merely their code names, and their true affiliation is where their Gundams came from: Ochs Earth. I realized this myself after a rewatch, and reading the M&W book, which mentions that both Lfriths and their pilots "came from an external organization" (Ochs Earth). To confirm this, I checked if there were any mentions or hints of this affiliation before the reveal. The small infoboxes on their profiles for Lfrith gunpla manuals only mention them only being "dispatched" by Dawn of Fold, almost like they're not members. The second hint comes from the fact that Sophie and Norea were snooping around Pharact in episode 13, which was implied to be part of their mission. There's no reason for a small terrorist group to learn about a prototype MS not even in production, since they can't even produce any MS. However, there might be a motivation for an illegal manufacturer to know more about a potential rival. The same episode also mentions something important, which is that Norea had never met Nika prior to Asticassia, meaning she and Sophie have only been with DoF for a short period of time. The reason why Norea didn't seem to rush back to Earth could simply be that her mission with DoF ended, and her current orders are to remain under authority of a fellow SAL/Ochs affiliate, Shaddiq.

tl;dr
Sophie and Norea were actually Ochs Earth's agents, and were indeed meant as a foil to Peil's own agents, the Enhanced Persons 4 and 5.
