That's really it yeah. It's less that The Batter can't flip a switch, and more that you as The Player are the only one who can elicit change in the world. When The Judge gives you the choice to follow his goals instead, The Batter's goal is threatened because now The Switch might as well do nothing. When you DO flip it, it also does effectively nothing, but it is the final narrative beat that fulfils the story of OFF.
Still people saying that The Batter is a better vessel than kris feel a bit like they didn't pay attention to the game. Batter never explains anything to you, he never elaborates, he always keeps you in the dark about the ultimate goal of his mission. It's only when he finally makes you kill a kid with his hands that you're finally given the choice to decide if you agree with his goals, after they're this close to fruition. Kris is doing similar stuff, and the Weird Route (wether it followd the prophecy or not) is Toby's way of giving you a more elaborate but effective version of that Judge's Choice.
