They are pretty pointless. Racehorses are treated like celebrities and overprotected but they do have some valid points. As you know the horseracing world is somewhat dirty so they are against people feeding horses random stuff as some rivals may poison food and make the horse sick. Some people also might inadvertently feed something the horse really shouldn't eat. Some people also don't know how to feed a horse properly and will get their hand bitten.
Of course there is the clueless people who think horses are like dogs and try and pet the wrong horses. Some people do not know how defensive mares are of their foals and get attacked. Of course there are mishaps like when horses escape their fencing and run loose. Horses usually try and avoid recapture but many will charge the person capturing them and tackle them.
Some horses are poorly trained around humans and will bite and people like me who are trained around horses will punch them back (recommended disciplinary action btw). It causes conflict when you sock a race horse in front of their trainer. Lucky I don't conflict with many horses and I have the opposite problem of having horses getting too attached to me.
Some horses are just scared cats and get spooked and will kick the fence and anybody behind it.
And as expected you get dickheads who try and storm the pen and will try and ride the horse.

Most of the time horses are selected and will be there to pet and the staff will give you snacks to feed the horses. Racehorses are work horses and will be protected so they don't mess up their race. When the horse retires then it's easier.
