I wish I remember where I read this, but apparently dunmer noble houses deliberately used the girls for favorable marriages, and also espionage. And that was the cause of this stereotype.
It at least makes sense considering in Morrowind, you will hardly find female dunmer displaying promiscuous behavior.
I certainly won't deny dunmer being weirdos and freaks. That's also attested by dunmer NPCs acting as such.
