That isn't quite what I'm alluding to. Like, Dragon Ball is even longer and escalates in scope at least as much, but it definitely lacks the same kind of character. Like, the way Sailor Moon builds up the characters and their connection to the world around them and has their ultimate actions play into various themes is something you don't see in DB to close to the same degree, Dragon Ball builds things up over time into final finishing episodes, but usually the focus is just on having the characters become more powerful to tackle whatever enemy they're facing, and not on exploring their worldviews and motivations and conflicts between them in any more significant way.
Like, watching Sailor Moon, there are scenes where a character might transgress against another's moral values in a really impactful way, and it's often handled with considerable thought put into how the scenes are portrayed. You really end up feeling this stuff because of how well directed it is.
