Is that the case though? Have they ever come out and actually said that? I've never heard of it, but if it is actually in writing anywhere I'd be interested to read it. Was this information part of the big leak not too long ago?

As far as I see it there are 2 possibilities:

1) Whoever came up with the concept of a "pokémon master", whether it be an individual or group of people who were working on the series, did so while not having a clue what that would actually be. If that's the case they most likely intended to worry about the details later, and come up with what it was actually supposed to be at some point later on down the line. Only that never really happened.

2) Whoever came up with the concept did actually know what it was supposed to do. If this is the case then they at least privately, personally know what they intended it to mean when they came up with it. In this scenario I imagine the core staff early on would have probably known the intention even if they didn't make that clear to everyone else.

If Takeshi Sudo was still alive it's one of the things I'd love to see him answer, what did you actually mean by "pokémon master"? Was it an intentionally vague mystery box to later be filled in when someone came up with an idea good enough, or did you already know?

What they eventually came up with was... less than satisfying to say the least. It honestly would have been better to leave it vague than how it ended up turning out.
