As you noticed it's all rather OOC. It seems the fan perception of Shalem & Phantom's relationship is quite skewed, as I've even had to correct people here in that the characters don't particularly like each other. Reading Shalem's files make this abundantly clear. Yaoi/BL shippers oftentimes feel the need to change the personalities of the involved characters to fit the stereotypical seme & uke archetypes, unfortunately, and said interpretations are so widespread that the Phantom manga and Act or Die perpetuated them.
