Theres nothing wrong with Dragons underhanded guerilla tactics, in fact, its the smartest thing a shonen leader ever did. The WG isnt to be fought in direct conflict, its to be weakened the way Dragon is doing. Three digit IQ shit right here. A student of history and guerilla tactics.
