On the face of this, this doesn’t make a ton of sense. Luffy isn’t a bad guy, he’s certainly no Blackbeard. And it can be argued he’s taken down more evil pirates than most Marines; in fact, if he was in the Marines he’d definitely be the very top contender for an Admiral spot.
But then you consider Enies Lobby and Impel Down, and the lengths Luffy has gone to save other criminals. His actions led to the total destruction of Lobby and the biggest jail break in Impel Down history; in fact, theres a solid chance Luffy is indirectly responsible for hundreds of crimes committed by the Impel Down escapees the WG failed to recapture during Marineford. He’s also indirectly responsible for giving Blackbeard an excellent opportunity to expand his crew, and all the crimes those escapees caused since then.
Luffy’s too much of a loose cannon to be allowed to become Pirate King, especially to a guy who wants to reform, or better yet, build a whole new institution to replace the WG should it fall.
Is he putting the cart way before the horse. Fuck yeah, this asshole needs to be more worried about the Celestials sinking the world. His concerns about Luffy are the concerns of a Coby living in the best possible future, where he’s trying to build a more just version of the WG and Pirate King Luffy occasionally fucks shit up and complicates the fledgling New Marines attempts at diplomacy and peace keeping up.

Why does it feel like every reveal concerning the World Government since the Final Saga started has been a series of increasingly desperate ass pulls to keep the faction threatening? New Pacifistas that were young clones of other Warlords mixed with King's special blood were already ridiculous and felt like a plot point from an entirely different series, and even they feel totally irrelevant now. God's Knights felt like another unearned expansion pack of capable opponents, because I guess Admirals job too much to feel threatening? The Elders turning out to be immortal demon god yokai was really pushing it after they spent the entire series feeling like regular political leaders.
