When I was 17 I shot a student film that had us filming scenes in public with fights and stuff and even at that age and with no money I still called my local police and asked them what I needed to do to film without getting in trouble and we worked out what I can and can't do and who I need to give notice to and what permits if any I needed. Once I did that not only did I not have to worry about the cops but they appreciated my professionalism and actually helped me on locations and didn't get mad when neighbors called 9/11. Even as an underage highschooler I understood this shit.
