Wrong. A lot of the "bleeding" you see on IPS panels is actually just the poor near-black viewing angles of IPS panels, also often call IPS glow. It always looks about like picrel, and there's no escaping it.

Also wrong, typical cheap 19" CRTs sold in the 00s did 1200p, and more high end monitors did 1440p, 1536p, 1600p. With modern 550mhz+ DP-VGA dongles you can make the dozen 140khz CRT monitors display 2160p60hz. Yes, real 4K on a 25 year old CRT, even if the mask pitch can't really resolve it nor could the amplifiers really keep up.
