Yes. When games are activated with a key (not bought from Steam directly) either Steam or the publisher can revoke the keys at any moment. Many small developers have done with when they fall prey to scams (give us 1 million keys for free to sell and we'll give you 90% of the profits, and then they get nothing) and they fuck over everybody who legitimately purchased the game alongside those who bought it from the scam site. Or they can revoke keys just because they don't like you gave their game a negative review. You own nothing, you'll be happy.
