More or less. It's not really a thing that has any impact outside of what people artificially attach to it. There's more genetic diversity between two neighboring groups of chimpanzees than there are between humans on far flung continents. We're too new to have had time to develop appreciable differences and there's almost always been more than enough gene flow to level things out. Yes, there are measurable differences, but you're talking similar shades of one color instead of different colors all together.
