HSR has been adding more and more playable guys since the third planet last year. The current male to female ratio of 1:2 is surprisingly not bad for any waifu game. It's definitely a lot more than "a few guys sprinkled around".
In fact, say what you want about the Fate collab but it's story was mostly focused on the male characters.
