It's dumb to take every generic Mii generated NPC in BotW seriously but BotW surprisingly makes an effort to explain the background of browner NPCs (Necluda area + probably unknwon areas we don't know) and more Asiatic NPCs (Sheika + unknown) while almost all people in the center and near the castle are white.
