Ban all over-body aero, overtakes and good racing happen at low speed, introduce fans to create consistent low speed grip and to regain the downforce and laptime lost from the removal of the wings. So you'd have literally no dirty air, potentially faster cars from the low-speed grip, and amazing racing, easy as, this could literally save F1, but of course it'll never happen - far too sensible and fun.
