Would it have been a good change if Oda made it so that Celestial Dragons CAN'T legally take human slaves from World Government affiliated nations, and only from non-affiliated nations, or would that break some world building? We know life is actually pretty comfortable and peaceful in WG nations, so it would make the WG and Navy seem a little more nuanced.
