Dozens of Canadians died in the attacks. Several thousand Americans were trapped in Canada for a number of weeks after dozens of flights were diverted to Canadian airports after US airspace was ordered closed. Canada had the third-largest contingent of troops sent to Afghanistan in response to the attacks.

To have a movie set in early-2002 without any allusion to 9/11 is like a movie set in 1940 without any reference to WWII or 1968 without any reference to the Vietnam War or MLK/RFK's assassination. You're just engaging in pure intellectual dishonesty at that point.
