The leaf knows his regime is illegitimate. Just look at how he starts every public event with an acknowledgement that he doesn't really own the "unceded" land. This creates a neurosis, very similar to jewish neurosis, where the leaf is constantly engaging in behavior that he knows will eventually result in a raking. Even though it's his greatest fear, he knows that it must happen and it will, so he tries to rip the band-aid off quickly by doing things so Canadian that we have no choice but to respond.
