That's really fucking easy. You just let any party with two adults and 2 kids under 18 be counted as a "family" so that people will grab their friends and come over to game the system in their view. In reality, the money you make getting 2-3 more butts into seats will be greater than what you'd lose for the deals you put in place. Make it the explicit policy that "you can choose your family, even if it's just for a meal."

Pissing off a bunch of people needlessly is how they got into this mess to begin with. He just wants them pissing off the side he hates when the real answer is just appealing to more people WITHOUT pissing others off unnecessarily.
