Don't be in a major city when it blows. You want an ethnically homogeneous community with little to no diversity or IQdelets. The community needs to be self sufficient in food production, water supply and energy. It also needs to be located far enough away from major metro areas, and is defensible.

It's not an easy task to find a place that has all those features
