I've been going through the race mechanics and I'm confused about if velocity skills make an uma be immune to uphills. Take for example Oguri's Pulse which activates just before an uphill. According to race mechanics, an uma loses Target Speed when running uphill, the amount lost being reduced the higher the Power stat. If an uma is running above Target Speed, she will decelerate. However, there's this thing called Current Speed, which is the speed in which speed modifiers are immediately applied with no need to accelerate or decelerate. Say that Triumphant Pulse is the modifier in this case and Oguri then runs uphill, does she still slow down? Or does deceleration just not happen when modifiers are involved? I'm trying to prove someone wrong and I just need to understand mechanics better to make my argument
