Download TRANSlucentTB in Microsoft store. Although it does suck that they don't just allow you to move your taskbar to a secondary monitor, that's the best you can do. Make your OLED's wallpaper black, then use the app to make your taskbar clear. You can also make your taskbar opaque or a primary color like black.
The app uses around ≈150MB of RAM. It sucks that none of this is already in Windows 11. It feels like they purposely removed any features that worked well for OLED, almost maliciously. I guess that's what you get from H1B's vibe coding
