i think the only real why is to make it work like magic, so it's tied to a gauge but one or a few actions don't deplete the whole bar (besides healing), like drives or idk shotlocks or whatever instead do. They could bring back that charge gauge from KH1 for this, while keeping MP working how they worked since KH2, so the charge gauge replenishes with every attack or whatever and has more "charges" than just 3. I mean these attacks are not supposed to be screen nukes after all, no sense to limit them that much
