Apart from a chosen elite (the “G7”), most of the org is made up of members that can’t use their Septima at will or members whose powers aren’t practical enough. These members are named “Pawns”.

Don't forget that they refer to one another as comrade. From the lowliest pawn to Tenjian and Zonda, they are all comrades. Also, remember that GV2 was made in the mid-2000s, so things were different back then.
