Whirpools of water. Sharks emerging from the ground, to strike upwards or act as a trap. Something like this that forces opponents to stay put to allow her to get in.
Maybe something like Eustaces slide or Beas divekick for movement. Give her stubby normals and only invulnerability on her metered DP and you got a character.
