I'd really recommend checking out some videos on parents/sparks in general.
Having an Oguri with 3* power is just the beginning, the next step would be then using her + a guest with 3* power or 3* stam to make a child Uma with a 3* of her own, giving you a lineage with 9* total in blue sparks (all of which always trigger), the next step is trying to make specific parent/grandparent builds with high affinity and skills you want + ura finals.
When people say they have a 9* uma, they mean 3* blue on that uma, and 3* blue on their parents, meaning overall the uma has 9* when used as a parent themselves.

Here's a really simple guide on the 9* blue spark, but there's a lot of autism involved and for CM i've been using a 6* blue spark Taiki with 6* in medium and a borrowed 8* blue spark Maru with 8* in medium when farming
