Redemption in this context would very easily lessen the amount of people who would actually change and instead increase Heaven's numbers to rival or surpass the amount of bad.
I mean, or redemption would also help Heaven to get a grip with their elitist mindsets and not be such ravaging assholes that'd warrant their buttholes getting plunged when they do stupid shit like eons of genocide just to curb population.
Redemption would make it more apparent the people who wanna stay bad and wanna stay in hell CAN, and the people who wanna change and do better, CAN AS WELL.
I really don't see how Charlie's plan at this point isn't understood, it helps both sides in the end. She's actively offering a way to nerf Hell but no one in Heaven will take advantage of it.
