Even justice works by bribery in India. Its the way they think world works everywhere, corruption is THE normal for them.
And fundamental part of it is the bribes and kickbacks going on which is how indians operate in everything.

In India students do not study, pass exams and get qualifications. Drivers do not learn with an instructor, pass a test and get a driving licence. Everything is done via a standardised system of bribery.
You have to realize that NOT being corrupt is completely alien to the jeet, corruption is the default and normal way of being for the pajeet.
Corruption is literally how they do all business.
