None of the above.
The Stryker ICV Javelin sucks cock. It's basically an eighty-point Javelin with weak armor, weak HP pool and the ability to carry infantry. It will lose to anything with an autocannon or a main gun. If you're going to pay eighty points for an IFV, at least make sure it has an autocannon (or APS).
The ACV-30 has a decent autocannon and some good road speed, but zero survivability. A stiff breeze can kill it.
The AAVP's only purpose is to cart Marine Raiders around, since it can hold so many guys. It will not survive for long, and it will not do enough damage to warrant it costing seventy points.
Meanwhile, the Russians can get this for seventy points. It has an autocannon, a machinegun, an ATGM and a grenade launcher (basically all of the weapons of your three separate APCs combined). It is more survivable than the most survivable APC in your three (the AAVP) and you can get a crazy amount of them. The only downside is that it's a bit slower than the American options.
Americans are really lacking in the mid-cost APC category. Their only okayish option is the Bradley, which comes with absolutely horrible infantry inside of it as a deck tax, and it gets hampered by having a Bushmaster-1 instead of a Bushmaster-2. You either want to lowball it with cars / plain fast APCs or highball it with fully upgraded Bradleys / APS ACVs that have Bushmaster 2 and Javelins. Those recon Strykers are also great, but you can only get very limited numbers of them.
