These are mandates. As the name suggests, mandates are mandatory. You will never see these rules broken because Marvel will not allow Spider-man media to publish if it breaks these. None of the things described for Ian actually appear to be mandates. Just writing notes.
Sega is prone to giving Ian more notes than other writers because he gets "experimental". Evan has reported that she rarely ever gets notes on Shadow despite not being entirely confident in her own writing for him. The other Ian also didn't get any notes for how he characterized Shadow. Paramount has noted that it is mandatory that Shadow can't be a comedy focused character.
There was a time where Sonic being an alien was mandatory, noted by fowler. Sonc not asking for help was a characterization note given to Paramount, but not a mandate.
