It says on the Digivolve menu, the babies and rookies all have a Base Personality above the requirements (here Tokomon has Base Personality of Enlightened)

I'm not sure what the earliest time you can do it is but
-When you trigger the regeneration mode (stand still for a few seconds), a little speech bubble shows up and you can talk to them
-It's 1 talk after about 5? fights (I dunno if there's other ways to proc it)
-They can ask 5 questions (1 for each heart/sun/infinite/handshake, and there's 1 talk that has all 4 choices. This is random as far as I can tell)

-If you are looking at your digimon in setup click the ''toggle info'' button and it shows you what each personality does
-If you are talking to them in the field, there's a ''check personality'' button and you can see exactly where your digimon is on the personality box (there's a little + showing where)
None of the rookies that devolve to Tokomon are in the demo afaik, so you have to pick Patamon or Gomamon and devolve down
I don't know if starter Pata/Goma's personalities are set but I think this is easier with Patamon:
-If you pick Patmon, You need Pata to get Enlightened and you can devolve to Tokomon and then Poyomon straight away
-If you pick Gomamon, You need Reckless to devolve to Bukamon, and after unlocking Bukamon THEN change to Enlightened to devolve to Poyomon to evolve normally to Bukamon
