She is a pre order bonus char that was not avaialable on steam. The files were still in the game so she was probably modded in on PC MGSV (like all PC games) was broken and hacked as fuck.
Though they all were in the DE. Still she is a rather low tier character.

there were some good units with decent stats as you progress in the game but they were not really unique characters like the preorder and GZ units.

Again on PC, most of the top FOBs etc are full of modded female soldiers all with the best S++ full medals in everything. Fully modded so they all become easy to get.
there is apparently loads of people who leave their bases open for attack so people can dupe them as there are work arounds.
Its all a grind anyway.
