Considering the synergy Blue-eyes and Felgrand had back then it's likely that once upon a time, there were plans for one big generic pile deck of Divine Dragons and their servants/cult members but it got scrapped for some reason.

It's kind of sad because I'd love to see Felgrand get his Kisara clone and maybe we'd get the legendary Blue-eyes X Felgrand Fusion monster
