I'm trying to look for the specific quote I remember that from but it's been almost a decade. I know it was either Jeff or Chu giving a brief description of their process or what they were trying to evoke with her in a video, but maybe I'm mistaken. Still the same thing applies though, with so many of her design being basically the most "out there magic" from the cast up to that point, her looking like a witch or wizard makes sense. Up until OW2 the sleeves were THE defining characteristing she had from all of her skins, except maybe blackwatch I believe?
None of her other concept designs had anything like it. Personally, though, I'm still mad they never went with the doc ock tentacles. Those would've been amazing to see animated in the game.

Honestly I wouldn't mind if they hadn't released that stupid chinese toy emote at the same time. That one really does scream like "S-SEE? HE'S ACTUALLY CUTESY ON THE INSIDE HE'S TOTALLY A FAGGOT"
