I feel like part 2 has a ton of amazing individual moments and ideas, and some great concept for characters too, but that it's a fucking mess how it's all constructed and how everything rarely flows together. Most of the time the narrative and story barely make any sense and shit just randomly happens only to move th story forward. Like it's a rare case of the whole being lesser than the sum of it's parts.
