it's a very special situation for Eastern Europe though
police here are closer to their original mandate of class seggregation
like police here will effectively tip off or let criminals have their way with the population while being fully aware just to pacify people, "teach people a lesson" (judge, jury and executioner) or even sow dissent
it's not about "justice", it's just institutionalized population control so in serious situations, you just cannot rely on THAT to resolve an issue that is more along the lines of life-or-death
